TARGETING PROBLEMATIC ADDRESSES IN RIDEAU-VANIER CIBLER LES ADRESSES

That Council approve the
following:
1. That staff be
directed to establish an integrated working group consisting of by-law, fire,
public health, police, rooming house enforcement officers and representatives
of the Rideau-Vanier Councillor’s office.
2. That the Drug Unit of
the Ottawa Police Service be invited to participate and provide their
expertise.
3. That
this working group meets at least once a month to implement an integrated,
coordinated, proactive approach to target problematic nuisance addresses by
educating the tenants and landlords of these nuisance addresses concerning the
repercussions of their negative, disruptive, and/or disorderly behavior and
enforce all possible infractions systematically until the issues are resolved.

Que le Conseil d’approuver ce qui suit :
1. Que le personnel soit chargé de créer
un groupe de travail intégré, formé d’agents des Règlements municipaux, du
Service des incendies, de Santé publique, du Service de police, de
l’application des règlements sur les maisons de chambres, ainsi que de
représentants du bureau du conseiller de Rideau-Vanier.
2. Que les membres de l’escouade
antidrogue du Service de police d’Ottawa soient invités à participer et à
partager leur expertise.
3. Que ce groupe de travail se réunisse au
moins une fois par mois dans le but de mettre en place une approche intégrée,
coordonnée et proactive qui permette de cibler les adresses constituant une
source de nuisance, en sensibilisant les locataires et les propriétaires visés
par ces adresses aux répercussions de leur comportement négatif, perturbateur
et/ou indiscipliné, et qui permette de sanctionner systématiquement toutes les
infractions possibles jusqu’à ce que les problèmes soient résolus.

On 19 April 2007, Councillor Bédard put forward the following Notice of Motion, for consideration at a subsequent meeting:
WHEREAS numerous
problematic nuisance addresses have been identified in Rideau-Vanier involving
drugs, prostitution, public health, fire, minimum standards and other by-law
violations
WHEREAS these
problematic addresses are repeat offenders
WHEREAS these
problematic addresses result in numerous calls for service by police, public
health, fire and by-law officers resulting in heavy costs to City of Ottawa tax
payers
WHEREAS the City
of Ottawa services respond to these problematic addresses on the basis of
complaints, resulting in a scattergun approach that does little to prevent
reoccurrences and increases the frustration of local law abiding residents and
land owners
WHEREAS a
proactive coordinated and integrated response of City of Ottawa services that
will likely result in the consistent implementation of serious consequences
against violators, thereby acting as a deterrent for further violations
WHEREAS the
downtown core, which is the centre for tourism in Ottawa, is a high-density
residential area, the epicenter of local economic activity as well as jobs
THEREFORE BE IT
RESOLVED THAT staff be directed to establish an integrated working group
consisting of by-law, fire, public health, police, rooming house enforcement
officers and representatives of the Rideau-Vanier Councillor’s office

RESOLVED THAT the Drug Unit of the Ottawa police be invited to participate and

CONSULTATION
Community and
Protective Services Department provide the following comments:
There are models of 'problem
address' working groups within the City (e.g., Somerset Ward) and the Community
and Protective Services Department, which includes Fire Services, By-law
Services, Public Health, and Housing Branches, in conjunction with our partners
in the Ottawa Police Services would be pleased to explore establishment of such
a group in Rideau Vanier."
